　　为深入贯彻落实党的二十大和二十届历次全会精神，积极践行全球文明倡议，着力加强国际传播能力建设，全面提升中华文明传播力影响力，省广播电视局、省委网信办、省教育厅决定联合举办“视听长江”2026年外国留学生短视频大赛。现将有关事项通知如下：

　　In order to thoroughly implement the guiding principles of the 20th National Congress of the Communist Party of China (CPC) and all Plenary Sessions of the 20th CPC Central Committee, actively practice the Global Civilization Initiative, strengthen international communication capacity, and enhance the reach and influence of Chinese civilization, the Radio and Television Administration of Hubei Province, the Office of the Cyberspace Affairs Commisssion of the CPC Hubei Provincial Committee, and the Department of Education of Hubei Province have decided to jointly organize the “Audiovisual Yangtze” 2026 International Student Short Video Competition. The relevant arrangements are hereby announced as follows:

　　一、大赛主题 / I. Competition Theme

　　大赛以“向未来·共筑长江梦”为主题，旨在鼓励外国留学生通过短视频创作，深入探索长江流域深厚的历史文脉、壮丽的自然生态、蓬勃的发展活力与和谐的人文图景，以国际化视角和青春化表达，展现可信、可爱、可敬的中国形象，促进中外青年民心相通，深化文明交流互鉴。

　　The competition, under the theme “Build a Dream of Yangtze River Together for the Future”, aims to encourage international students to explore, through short video creation, the profound historical heritage, magnificent natural ecology, vibrant development momentum, and harmonious social and cultural landscape of the Yangtze River basin. Through an international perspective and youthful expression, the competition seeks to present a credible, lovable, and respectable image of China, promote people-to-people connectivity between Chinese and international youth, and deepen mutual learning among civilizations.

　　大赛面向外国留学生征集多语种、多形态的短视频作品。重点围绕主题展开，包括但不限于以下五个主题赛道：

　　The competition solicits multilingual and multi-format short video submissions from international students. Entries should focus on the competition theme and may include, but are not limited to, the following five categories:

　　(一)文脉悠长·薪火相传

　　(1) Enduring Heritage: The Torch Passed On

　　聚焦羌藏、滇黔、巴蜀、荆楚、湖湘、皖赣、吴越及海派等地域文化的独特魅力，展现文化遗产保护、非遗技艺活化、历史文脉延续的当代实践，讲述长江作为中华文明发源地和发展地的悠久故事。

　　Focusing on the distinctive charm of regional cultures—such as Qiang-Xizang, Yunnan–Guizhou, Sichuan, Hubei, Hunan, Anhui–Jiangxi, Jiangsu-Zhejiang, and Shanghai—this section showcases contemporary practices in cultural heritage preservation, the revitalization of intangible cultural heritage, and the continuation of historical traditions. It tells the enduring story of the Yangtze River as both the cradle and a thriving center of Chinese civilization.

　　(二)大美长江·自然诗篇

　　(2) The Majestic Yangtze: An Ode to Nature

　　聚焦长江沿线从源头到入海的壮丽自然景观、丰富的生物多样性、标志性的生态地标以及生态保护与绿色发展的生动实践，展现长江流域雄奇秀美、万物共生的和谐画卷，以及人与自然可持续发展的中国智慧。

　　Focusing on the spectacular natural landscapes along the Yangtze from its headwaters to its estuary, its rich biodiversity, iconic ecological landmarks, and vivid practices in ecological conservation and green development, this section unfolds a sweeping panorama of grandeur and beauty in the basin—where all life coexists in harmony—and conveys Chinese wisdom on sustainable development in harmony with nature.

　　(三)烟火人间·风俗画卷

　　(3) Everyday Life Aglow: A Tapestry of Folkways

　　聚焦长江流域丰富多彩的民间风俗与市井生活，鼓励留学生走进街巷阡陌，用镜头记录独具特色的节庆活动、饮食文化、传统手工艺、地方戏曲以及普通人的日常生活场景，展现长江文化在当代生活中的活态传承与浓郁人情。

　　Centering on the colorful folk customs and vibrant everyday life of communities along the Yangtze River, this section encourages international students to step into streets and neighborhoods, capturing through their lenses distinctive festivals, culinary culture, traditional handicrafts, local operas, and ordinary daily scenes. It reveals the living transmission of Yangtze culture and the warmth of human connection in contemporary society.

　　(四)四海相逢·多元共生

　　(4) Meeting Across Cultures: Diversity and Symbiosis

　　聚焦外国留学生作为跨文明交流使者的独特视角，通过其求学、旅行、生活的鲜活经历与感悟，展现不同文化背景下的观察、对话与共鸣。鼓励作品记录真实互动，呈现文明因多样而丰富、因交流而发展的生动图景。

　　Focusing on the unique perspective of international students as cross-cultural communication ambassadors, this section highlights observation, dialogue, and resonance across different cultural backgrounds through international students' vivid experiences and reflections in study, travel, and daily life. It encourage works that document real interactions, demonstrating that civilizations become richer through diversity and develop through exchange.

　　(五)智汇长江·未来图景

　　(5) Intelligent Yangtze: A Vision for the Future

　　聚焦科技创新和产业创新在长江经济带加快融合，围绕创新长江，深入展现人工智能、大数据、5G等前沿技术在智慧城市、智能制造等领域的融合应用，呈现古老流域在数字时代焕发的全新活力，奏响面向未来的发展强音。

　　Focusing on the accelerated integration of technological innovation and industrial innovation in the Yangtze River Economic Belt, and centered on an“Innovative Yangtze”, this section illustrates the integrated application of cutting-edge technologies—such as artificial intelligence, big data, and 5G—in smart cities, intelligent manufacturing, and beyond. It captures how this ancient river basin is renewed with fresh vitality in the digital age, sounding a powerful note of future-oriented development.

　　四、大赛作品 / IV. Competition Entries and Awards

　　(一)奖项设置

　　(1) Awards

　　本次大赛将评选出一、二、三类作品，优秀作品和表现突出单位，入选作品将有机会推荐参与我省其他赛事。

　　The competition will confer First, Second, and Third Prizes, as well as awards for outstanding works and outstanding organizations. Selected entries may be recommended for other competitions in Hubei Province.

　　(二)参赛对象

　　(2) Eligibility

　　具有外国国籍的各学段留学生，可以个人或团体形式参赛(团体限5人以内)。

　　International students of all educational levels who hold foreign nationality may participate in the competition individually or as teams (with no more than five members per team).

　　(三)作品要求

　　(3) Entry Requirements

　　1. 内容导向： 参赛作品须保证内容积极健康，向上向善，紧扣大赛主题。遵守中华人民共和国相关法律法规，符合《网络短视频内容审核标准细则》等相关要求。

　　Content Guidelines: Entries must be positive, healthy, and uplifting, and closely adhere to the competition theme. They must comply with relevant the laws and regulations of the People’s Republic of China , as well as relevant requirements such as the Standards and Detailed Rules for the Review of Online Short Video Content.

　　2. 原创版权： 参赛作品须为个人或团体近年新创作的原创作品，版权明晰，画面、音乐、字体版权及肖像授权等无争议。

　　Originality and Copyright: Entries must be original works created by individuals or teams in recent years, with clear copyright ownership, and no disputes over image, music, fonts, or portrait rights.

　　3. 格式时长： 参赛作品须采用MP4、MOV、AVI等常见格式，画面清晰，播放流畅，不带角标、台标、水印或商业标识，分辨率、码率、画幅、帧率等技术规格以符合网络多终端播出为标准。作品时长建议3至5分钟，最短不少于1分钟，最长不超过8分钟。

　　Format and Duration: Entries must be in common formats such as MP4, MOV, or AVI, with clear picture quality and smooth playback, free of corner logos, station logos, watermarks, or commercial identifiers. Technical specifications (resolution, bitrate, aspect ratio, frame rate, etc.) must meet standards for multi-terminal online broadcasting. The recommended duration is 3 to 5 minutes, with a minimum of 1 minute and a maximum of 8 minutes.

　　4. 技术规范： 参赛作品中含人工智能生成合成内容需按《人工智能生成合成内容标识办法》进行标注。参赛者须确保其使用AI技术创作的作品，严格遵守相关法律法规，确保不侵犯任何第三方合法权益，因侵权引发的责任和风险由参赛者承担。

　　Technical Specifications (AI Content): Any entry containing AI-generated or AI-synthesized content must be labeled in accordance with the Measures for Identifying AI-Generated and AI-Synthesized Content. Participants must ensure that works created using AI technology strictly comply with relevant laws and regulations and do not infringe upon any third-party legal rights. Any liability arising from infringement shall be borne by the participant.

　　5. 语言字幕： 语种不限，鼓励报送多语种作品。非中文作品必须配规范的中文字幕;中文作品建议配英文字幕。字幕需清晰可辨，与画面、语音同步准确。

　　Language and Subtitles: Entries may be submitted in any language; multilingual entries are encouraged. Non-Chinese entries must include standard Chinese subtitles; Chinese-language entries are encouraged to include English subtitles. Subtitles must be clear, legible, and accurately synchronized with the visuals and audio.

　　1. 下载填报。 参赛者可登录湖北省广播电视局门户网站(https://gdj.hubei.gov.cn)，在通知公告栏查看通知文件，下载《作品申报表》《作品版权承诺书》，按要求填写好相关表格，打印盖章并扫描成PDF格式。

　　Download and Complete Forms: Participants can visit the website of the Radio and Television Administration of Hubei Province (https://gdj.hubei.gov.cn), find the competition notice under the “Announcements” section, download the Submission Form and Copyright Commitment Letter, fill out the forms as required, print and sign (or seal, where applicable) them, and scan them as PDF files.

　　2. 网上申报。 登录大赛官网(http://cjm.cnpiechb.com)或者小程序(http://cjm.cnpiechb.com/bm2026/)，按要求自行注册，点击报送入口进行申报(参赛作品需上传至百度网盘，时间调整为永久有效)。

　　Online Submission: Log on to the official competition website (http://cjm.cnpiechb.com) or its mini-program (http://cjm.cnpiechb.com/bm2026/), register as required, and click on the submission portal to submit your entry (entries must be uploaded to Baidu Netdisk with the sharing link set to “permanently valid”).

　　Social Media Posting (Optional but Encouraged): Participants are encouraged to post their works on social media platforms with designated hashtags. Domestic platforms: add the hashtag #长江梦 # on Weibo, Kuaishou, Douyin, Bilibili, Xiaohongshu, etc. International platforms: add the hashtag #YangtzeDream # on Facebook, YouTube, TikTok, Instagram, etc.

　　六、其他事项 / VI. Other Matters

　　(一)参赛者须保证报名信息真实有效，并对作品的原创性及版权合法性负全部法律责任。主办方不承担因肖像权、名誉权、隐私权、著作权、商标权等纠纷产生的法律责任。

　　(1) Participants must ensure that all registration information is true and valid, and assume full legal responsibility for the originality and copyright legality of their works. The hosts shall not bear any legal liability arising from disputes over portrait rights, reputation rights, privacy rights, copyrights, trademark rights, etc.

　　(二)主办方拥有大赛的最终解释权，大赛由主办方组织专家进行评审，评选结果将进行公示。

　　(2) The hosts reserve the right of final interpretation of the competition. Submissions will be evaluated by experts organized by the hosts, and the results will be publicly announced.

　　(三)大赛不向参赛者收取任何费用。参赛作品一经提交，即视为同意主办方及指定机构拥有在非商业用途下对作品进行剪辑、宣传、展播等权利。

　　(3) No entry fees will be charged for the competition. Submission of a work shall be deemed as granting the hosts and designated entities the right to edit, promote, screen, and otherwise use the work for non-commercial purposes.
